New polling place for most of Underwood Hills

UHNA Safety Chair Cynthia Williams provides notification of the new polling place for most of Underwood Hills.  "Through Friday, we can vote at any of the early voting locations, but next Tuesday, voters will have to go to the Springfield Missionary Baptist Church, 1730 Hollywood Road NW, Atlanta, GA  30318.  This is just down the street from the Scotts Crossing library, which is almost 4.5 miles from Underwood Hills.  Our polling location is usually much closer to us, so I'm not sure what is going on.  I think the change should be mentioned in the next newsletter, as this is a very important election!"

Information on Candidates for Mayor, City Council President, City Council, four School Board seats, Municipal Court Judges, and two Public Service Commissioners and polling lookup tool are available via previous blog posts.

Crime & Time (Oct 4 – 17)

​In the last 2-week period (October 4- 17), 51 incidents were reported in Beat 204.  Of those, one occurred in the area we patrol.  That report was related to an incident that occurred between family members.  A breakdown of activity reported in the surrounding area:

Aggravated Assault Incident
On October 4, 2025, a man reported to police that a security guard pointed a firearm at him on Defoor Avenue.  The security guard confirmed he interacted with the man but disputed the allegation.  The incident is under investigation by the Aggravated Assault Unit.  No injuries were reported.

The statutory rape is under investigation by the Special Victims Unit, involves parties known to each other, and no additional information can be released.

Underwood Hills neighbors can now renew or join the UH Security Patrol for $300 per year. 
The number of patrols is dependent on the number of subscribers, so please renew and keep these Atlanta Police Officers as our security patrol in the neighborhood 7 days a week.

Zoning Variance Application vote, NPU-D October 28

Neighbors may be interested in a zoning variance application by Affordable Spirits "liquor store" at 1151 Chattahoochee Ave.
The scope of the work to be done resulting in the need for the variance is given as the conversion of warehouse space to a sports bar.  The variance request is to reduce on-site parking from the required 135 spaces to 20 spaces.
NPU-D will consider this at the next meeting October 28. The BZA hearing date is Nov. 13
As this is before the next UHNA GM, concerned residents should attend to vote at the NPU-D meeting.
The UHNA Steering Committee will also discuss this October 27 and provide NPU-D Rep Eva Nason a resolution to take to the NPU.

Crime & Time (September 6 - 19)

I'm very happy to report that after months of recovery from a severely fractured leg and ankle sustained while chasing a murder suspect, I am back on patrol in Underwood Hills.  I look forward to seeing you all around the neighborhood.

In the last 2-week period, September 6 - 19, 36 incidents were reported in Beat 204.  Of those, none occurred in the area we patrol.  A breakdown of incidents reported in the surrounding area:Picture Significant Incidents:

On September 10, 2025, a DoorDash driver attempted to make a delivery to an apartment at 1700 Commerce Drive.  The customer was displeased with the delivery and allegedly threatened the driver with a firearm.  The incident is under investigation by the Aggravated Assault Unit.

The Ground is Parched, Pollinator Garden Watering continues

PictureThanks to our wonderful volunteers the pollinator patches are doing well.
With this extended dry spell we're reopening the watering schedule until the end of September.
Watering is done using watering cans via the faucet behind the Park sign board.

APS Comprehensive Long-Range Facilities Plan-Fast track!

After months of community consultation things seem to be moving extremely fast on this front.
Thank you to UHNA Leaders for providing timely information.
UHNA VP Beau Grant attended the BCN meeting last Thursday (UHNA is a member of BCN) and says even he found it difficult to follow the discussion. 
Beau has prepared a thorough analysis highlighting important concerns for those unfamiliar with the issue.

Atlanta Public Schools (APS) has launched a fast-tracked facilities
consolidation plan
 that affects many schools across the city,
including those in our North Atlanta community.

What’s Happening?
APS is proposing to close and consolidate schools across Atlanta,
citing underutilization. They claim there are 70,000 available seats
but only 50,000 students currently enrolled — a gap they say must
be addressed immediately.

Among other things, what seems to be causing great worry among
some APS stakeholders (teachers, parents, community) is the
timeline being proposed by the District for a decision of this
magnitude. APS plans to finalize its recommendation by
November and adopt the final plan by December— a mere three-
month turnaround.

Have your Say on Collier Road Survey

The​ Collier Road survey with 2 - 10% concepts for Collier Road redevelopment is available for the community to evaluate and provide feedback.
One concept includes a multiuse path predominantly on the north side of the street and the other on the south side. There are additional safety and vehicular improvements included in the concept as well. 

The survey will be available for 2 weeks and will inform which elements of the two concepts we'll be advancing into a 30% concept.  

We're Still Looking for a Playgroup Coordinator (or Co-Coordinators)!

We’re looking for a new Playgroup Coordinator and we’re open to having Co-Chairs to share the role and make it easier!
The best part? You don’t have to attend every week. The main responsibility is just to make sure there’s a parent volunteer each week who can:
  • Hang up the Playgroup sign
  • Set out snacks and drinks

Organizing for Change in Atlanta’s Municipal 2025 Elections

This November, Atlanta voters will head to the polls to vote for Mayor, City Council President, City Council, four School Board seats, Municipal Court Judges, and two Public Service Commissioners. This is a critical year for local leadership — and for the communities organizing to shape it.
The Center for Civic Innovation is inviting interested parties to help get organized;

Please join us on July 31st at 6PM for a meeting with organizers, neighborhood leaders, and civic organizations committed to local change. We’ll come together to:
  • Present findings from our new Voter Analysis Report, showing in-depth analysis on who did and didn’t vote in Atlanta’s 2021 municipal elections 
  • Make space for organizations to share how they’ll be engaging around the local elections and how other folks can plug in and support
  • Share voter education resources, such as new district maps and CCI’s “Find my district” tool to use during resident outreach
  • Strategize around increasing voter turnout and civic engagement across neighborhoods and demographics
This will be a working session: a space to brainstorm, connect, and build a shared roadmap for engaging voters and making sure every community’s voice is heard this fall. RSVP here.

The Community Leadership Institute of Atlanta is offered by the Department of City Planning in partnership with Clark Atlanta University’s Office of Online Learning & Continuing Education.

The program equips residents with the tools to create meaningful change in Atlanta. Rooted in the city's rich history of activism and local engagement, this course explores Atlanta’s Neighborhood Planning Unit (NPU) system, key social movements, and effective leadership strategies. Participants will learn how to navigate local government, build inclusive coalitions, and apply ethical, culturally responsible approaches to community development.  

Whether you're just getting involved or deepening your impact, this course will help you lead with purpose, insight, and resilience.

UHNA's illustrious Social Chair Shane Murphy has announced the need to step back from coordinating Playgroup going forward-
"Happy summertime everybody! > > I’ve made the difficult decision to step back from coordinating Underwood Hills playgroup. I’m now working at my office five days a week and come August, both my kids will arrive home after 5pm. I’m happy to advise and help any interested leaders. > > If you or anyone you know may be interested, please contact me. > > Shane"
Since Shane taking on Playgroup it's expanded to one of the major social and networking events in the neighborhood, occurring nearly every Friday during school term, with a beautiful colorful banner and refreshments, with reimbursement available from UHNA.

Pollinator Garden doing Well

Thank you to our lovely volunteers, keeping the new plants watered as needed. The good thing about native plantings is that, once established they need very little care; no fertilizers, pesticides or irrigation (unless in a severe drought). And they feed and shelter the birds, bees and bugs that keep things going!
Although the various species flower at different times, there's quite a few out now, so go check'em out.

2025 Treekeeper Training

Saturdays, July 12th - August 23rd
9 AM to 12 PM

The TreeKeeper program trains volunteers (you!) to become urban forest crusaders. During TreeKeepers training we cover a breadth of topics including Atlanta's tree canopy's affect on heat island, tree health, invasive plants, tree identification and more. Certified TreeKeepers go deeper into our mission and help lead other volunteers at Trees Atlanta projects or on their own in their communities. The program occurs over eight consecutive Saturdays from July 12th to August 23rd and will be in person at the Trees Atlanta Kendeda TreeHouse and various sites. There are options to make up some missed classes and scholarships available, email Susan for more info.

Crime & Time (May 3 - 16)

​I hope you all are having a great holiday weekend.

In the last 2-week period (May 3 - 16), 32 incidents were reported in Beat 204.  Of those, none occurred in the area we patrol.  A summary of activity reported in the surrounding area:

Significant Incidents:

On May 6, 2025, a woman reported being assaulted by multiple women (acquaintances) at a restaurant at 1715 Howell Mill Road.  She said the incident involved a firearm; however, the firearm was not discharged.  The incident is under investigation by the Aggravated Assault Unit.

On May 8, 2025, a woman reported being assaulted by two men on Howell Mill Road who she says also tried to force her into a vehicle.  The incident wasn't reported until the next day.  The circumstances are under investigation.

On May 9, 2025, a man was arrested for Aggravated Assault on Noble Creek Drive following a domestic violence assault.

Items Impacting Underwood Hills at next NPU-D meeting May 27

NPU-D Meets Every Fourth Tuesday at 7:30pm. Here's a Link to details, agenda etc and on our Calendar.
This month there are a few items of interest to Underwood Hills Residents;

  1. Z-25-25 and CDP 25-013: This is the proposed rezoning of 1280 Chattahoochee Ave in Hills park (the Heely Brown site) from I-2 to MR-4A to permit a residential development with both town-house and a multifamily residential components discussed at last UHNA GM. Concerns were raised over traffic impact.
  2. V-25-83: A set of residential setback variances for an addition to a single-family home at 1802 Springer St in Underwood Hills. This was unanimously approved at last UHNA GM.
  3. A set of LRB change of agent applications for Top Golf (they have 4 separate licenses) in Blandtown. 
  4. A change of agent LRB application for Ultimate Distributors at 1376 Hills Place in Underwood Hills. UHNA NPU-D Rep Evan Nason has visited the site and can provide more info.
  5. A change of ownership LRB application for "1201 Mix and Dine" at 1201 Collier Rd. This is in NPU-C next to NPU-D. It is the area where we have had lots of noise complaints related to nightclub operations. It not clear if the new owners intend to remedy that or if the application is an attempt to cover it up. This would be a great opportunity for residents to reinforce the complaints and seek solutions.
  6. The adoption of the CDP plan A amendment that we have been hearing about for a while now.
  7. The resolution calling on the city not to extend the life of the Beltline TAD that we discussed at our meeting last month.

A Note from UHNA NPU-D Evan Nason; "I visited 1201 Collier recently and spoke with the new owner, Michael Taylor, who has been at 1201 for 4 years and says he is taking over from the long-time owner of 1201 and the former DePalma's. He also says his restaurant, 1201, is not the source of the noise and any street problems but attributed these problems to Pero Bistro two-doors away. He says he closes his "family-friendly" restaurant before or by midnight whereas, later, I was told Pero Bistro doesn't close until 2 a.m.

I shall relay all this at the NPU-D meeting, even though this is officially an NPU-C matter.  "

Treasurer's Report
Debbie reported on the Spring Social. Receipts of $2,200, mostly from raffle tickets for a slight profit. Debbie brought Merchandise ( T-shirts, mugs, flags, and koozies) for purchase and will continue to do so for each meeting.
Elizabeth from UWCID reported on the upcoming Westside Stride and the art on signal cabinets grant.
Presentation, discussion and vote for Variance 1802 SPRINGER ST // V-25-083 resulted in a unanimous 'For' vote. The application now proceeds to the NPU-D. 
Presentation & discussion, Rezoning & CDP 1280 Chattahoochee highlighted the HUGE size of the residential development. Concerns were expressed about the massive traffic impact it will have. interested parties can vote at NPU-D and the ZRB 
Other Matters- Caren shared plans to promote teen activities, sharing a babysitting list and creating a pet sitting list. Dustin Hillis promised to followup on faulty traffic signals.

On April 19, 2025, a domestic incident on Commerce Drive led to a woman stabbing a man.  The woman was arrested at the scene.  The man's injuries were non-life-threatening.

On April 20, 2025, a domestic incident on Defoors Ferry Road led to one individual pointing a firearm at others.  The incident is under investigation by the Special Victims Unit.

Courtney Smith, Director of Governmental Affairs with the Midtown Neighborhood Association, will give us an update on the ATAG's work on the Alcohol Beverage Licensing Process to rein in problem bars and clubs.

Come and meet Councilman Alex Wan. District 6 is expanding north to Pharr Road and will include Garden Hills and Peachtree Hills. We hope the Commissioner will become another excellent resource for Buckhead Council.

Development Proposed for 1280 Chattahoochee

Just across from The Works and adjacent Top Golf, a proposal to Rezone from I-2 to MR-4A and Redevelop the site with 350 multifamily units and 105 town-homes.
Although not in Underwood Hills, the developers have offered to present their proposal at the next GM, answer questions and receive community feedback. Interested eligible parties can vote on it at the NPU-D meeting.
When presented at the UHNA Steering Committee meeting, concerns raised included increased traffic and access impacts, and potential impact on the new Woodall Trail.
Elizabeth Hollister, Executive Director of the upper westside improvement district (UWCID) explains-
"Our CID has a permanent easement in place for the section of trail that goes across that property to Topgolf, so the trail cannot be removed. It may be closed temporarily for construction though. The developer is required to "use commercially reasonable efforts to keep the trail publicly accessible during its development or redevelopment of the property and shall only close the trail during ongoing periods of construction of the Property that would impact the Trail or the Trail Easement Area." The easement also allows for relocation of the trail, as long as it still connects to Topgolf and the Southland Circle/Chattahoochee Ave intersection. 

It would definitely still be helpful if y'all could impress upon them the importance of keeping the trail open during construction as much as possible. Other requests that we would love UHNA's help making to Jessica Hill and the development team:

  • No additional driveways added on Southland Circle (we want to minimize conflicts between vehicles and trail users)
  • Pedestrian scale lighting along the section of trail they touch--Southland Circle and the part that goes across their property to Topgolf
  • Vehicular access between the multifamily and the townhomes so there are two points of access for the parking deck. 
  • No variations from the standard streetscape required by Upper Westside Overlay zoning for Chattahoochee Ave (5 foot landscape strip, 10 foot sidewalk area, and 5 foot supplemental zone) It's important for them to hear that the community supports the zoning code and is not willing to see it varied for any reason." "

Conserve the 4-0-Forest at Underwood Hills Park

Every year Trees Atlanta do a 2-day, 12 project, 400-500 volunteer invasive removal event in April. This year also happened to be the 40th anniversary, so the goal was to incorporate the sites that they have been working in the longest. Underwood Hills park just happens to be one of those sites.
Around 40 volunteers showed up Friday April 18 to clear invasive weeds from the Certified Wildlife and Audubon Habitat at the corner of Harper St.
This work enables native species that support indigenous wildlife to emerge and flourish.

Collier Road 4-Day Pop-Up Workshop

Collier Road Workshop was a big success! Thank you to all the UHNA residents who popped by this week to share your ideas. Upper Westside CID and the planning team will be back in touch soon with dates for the next community touchpoints to provide feedback on Collier design concepts in development.
From March 27 to 30th, UWCID hosted a 4-day pop-up at the former Donut Dollies shop to gather community input for the Collier Road improvements.
Neighbors from many surrounding communities participated, including Councillors Hillis and Norwood.

Crime & Time (Feb 22 - March 7)

In the last 2-week period (Feb 22 - March 7), 55 incidents were reported in Beat 204.  Of those, 2 occurred in the area we patrol.
  1. A traffic stop at Defoor / Harper on February 26, 2025, resulted in the arrest of the driver.  Approximately 1.5 ounces of marijuana with a scale and packaging materials were recovered from his car.
  2. A domestic altercation on Ridgeway Avenue prompted the response of officers on March 1, 2025.  A report was filed.
A summary of reported activity in the surrounding area:Picture Significant Incidents:
  1. Aggravated Assault - On February 23, 2025, a man struck another person with his vehicle at 1209 Collier Road.  The driver was arrested and charged with Aggravated Assault.  The circumstances leading to the collision are under investigation.
  2. Robbery - On February 7, 2025, a victim's ex-boyfriend appeared at her apartment on Bolton Road.  He physically assaulted her and stole property from her home.  Warrants were issued for his arrest and he has since turned himself in to the Fulton County Jail.

update on UHNA payments

Members may have received puzzling notifications about UHNA membership renewals being cancelled.
We apologize for any confusion. It's part of the ongoing effort to provide better value for the members and sponsors. Membership renewals can still be paid manually via the website.
As part of the UHNA 2025 budget, we looked at ways to reduce ongoing costs to make more funds available for the community.
One of the biggest expenses is for the payment management system Flipcause, which includes the website platform, membership, security patrol and store payments. Fees, especially payment processing, had increased dramatically, yet many of the core functions of Flipcause were not used.
As we move away from Flipcause, payments will now be processed via Paypal (for which we get a non-profit discount), bank transfer or Check.
Coincidentally our Membership Chair moved away, so we didn't have our planned January membership drive.
As we onboard the interim Membership Chair we'll share more information on the new arrangements and relaunch the UHNA membership drive to coincide with Spring Social in May.

Playground Update #2

From Molly:
​​Great news! The installers are currently removing the damaged pieces of the playground. See pics attached. 

The installers confirmed that they will put in the new pieces on Monday, time to be determined. I asked them to let me know when they find out what time because many of the little children want to watch the playground come to life again.

I’m so happy that this is finally occurring! I guess keeping my fingers crossed with the right move. 🙂

Developer Ben Hautt provided details on a development of a market-style reuse of an old building on Collier Road, featuring various local businesses.
The UHNA's budget for the upcoming year was presented for vote (unanimously approved), and updates were given on various Steering Committees' efforts, Various including beautification efforts, sponsorship updates, and the creation of neighborhood babysitter and lawn care help lists. 
A UWCID proposal for a grant to paint signal cabinet boxes and a study on Collier Road to improve its efficiency were also presented.
Next steps
• Elizabeth of UWCID is to share the list of streets planned for repaving with UHNA Traffic Chair Rob and potentially include in the neighborhood E-news.
• President Steven to follow up on the reported development activity on Defoor Place and gather more information.
• UHNA Communication Chair and Teen Coordinator Caren to compile and share the neighborhood babysitter list and lawn care help list with interested neighbors upon request.
• UHNA Executive to explore alternatives to Flip Cause for online payments and website hosting.

Good morning!  A brief note before I report the activity of the last two weeks in Underwood Hills...

On Monday, February 10th, I was in foot pursuit of a homicide suspect that was located in an apartment complex in East Point.  He was wanted for a murder that occurred in Atlanta in 2023.  As I was in pursuit, I traversed a small retaining wall.  I landed in a manner incompatible with the stability of my right leg.  I suffered an open compound fracture of my tibia and fibula.  I was hospitalized Monday - Wednesday and had my first of 2 surgeries.  I go back on Tuesday for what will hopefully be repairs that start me on the road to recovery.  I will be available for any concerns or issues that Underwood Hills has in the coming weeks.  There will be no disruption in patrol coverage.  I'll be back on my feet in no time.

In the last 2-week period (Jan 25 - Feb 7), 57 incidents were reported in Beat 204.  Of those, none occurred in the area we patrol.  A summary of crimes reported in the surrounding area:
The weapons violation involved the stop of a vehicle that left the QuikTrip station, travelled to the area of Publix, and then Collier Road and back toward the QuikTrip on February 6, 2024.  Three men were arrested after drugs, guns, cash, and several fraudulent checks were recovered during the stop.

From Molly Ryan, CEO of Friends of Underwood Hills Park;
"Hello all, I have good news! 
  1. Atlanta Parks Dept will pay for the equipment.  They went back and forth, but now have approved the cost of the equipment repair in total.  Much lobbying persuaded APD.
  2. Equipment delivery Friday, Feb. 7.  The manufacturer will deliver the equipment to the park on Friday.  It will sit at the park until installed. 
  3. Equipment installation next week.  While the installers have not yet confirmed the date/time, they will install the pieces either 2/10, 2/11, or 2/12.  Ken said he will let me know as the date approaches. 

I am delighted that this all worked out.  We had a plan to buy more play equipment with the funds in our Park Pride account. We had put our plans on hold until we heard that APD will pay for the repairs.  An ideal outcome.  We will again pursue the purchase/approval/design of the new equipment. "

​In the last 2-week period (Dec 28 - Jan 10), 44 incidents were reported in Beat 204.  Of those, one occurred in the area we patrol.  This incident involved an eviction dispute.

New Teen Committee programs

In response to queries from members, incoming UHNA Communications Chair and Teen Committee Coordinator  Caren Remillard has hit the ground running with two new opportunities for teens for 2025; BabySitters register and Yard Maintenance. (Note this is not for volunteer community service hours)

Caren moved to Underwood Hills in 2017. She lives on Harper Street with her husband Ben and two young kids. You can learn more about her on the UHNA Leadership page.

The Buckhead Council is thrilled to welcome,  our  Commissioner of Planning, Jahnee Prince, and our Director of Zoning and Development, Keyetta Holmes, for our first meeting of the year. We’ll gather at our usual spot, the Piedmont Center Auditorium, on  Wednesday, January 15th. 
While this isn’t our regular meeting date, we’re excited to make this work with the Commissioner’s schedule. If you haven’t done so yet, please mark your calendars— we’d love for you to join us! Although an RSVP isn't necessary, knowing who from your neighborhood plans to attend would be helpful.
This meeting is a fantastic chance to engage with the Commissioner and the Director as they discuss the new zoning code and answer any questions you might have.

Crime & Time (November 30 - December 13)

In the last 2-week period from November 30 - December 13, 29 incidents were reported in Beat 204.  Of those, none occurred in the area we patrol.  A summary of activity reported in the surrounding area:
Significant Incidents
On December 13, 2024, APD responded to a fight on La Rue Place.  The reporting party said she was attacked during a domestic altercation and had non life threatening visible injuries.  No weapons were involved.  The incident is under investigation by the Aggravated Assault Unit.

Update on Beltline Northwest Trail

The Atlata Beltline provides this udate on construction on the Northwest Trail near Underwood Hills';
Full Details

  • Northwest Trail – Segment 4:  This 0.9-mile-long trail begins at English and Culpepper and ends at the parking lot of Monday Night Brewery at Trabert. The 90% drawings are complete and we are submitting to the various agencies for permitting pre-approvals. Coordination with the Department of Watershed Management and other property owners has been very productive and the alignment for this segment has been confirmed.   We have split Segment 4 into two parts called Section A and Section B.  We are currently finalizing the selection of a construction manager for Section A from English Street to Howell Mill.
  • Northwest Trail – Segment 5:    This trail section begins at the intersection of Marietta Blvd and Huff Rd, traveling to Ellsworth Industrial and English Street for a total of 0.7 miles. Construction started on May 20 th , 2024. Clearing and grading from Elaine to Fairmont is ongoing.   Elaine has been milled but progress is on hold as an unforeseen utility is relocated by the Department of Watershed Management. This project is expected to be complete by Fall 2025.

Atlanta’s Department of City Planning has launched a survey to learn more about how residents perceive and experience the NPU system. “By identifying its strengths and opportunities for improvement, we’ll be better positioned to work together with neighborhoods to ensure that the NPU system established by Mayor Maynard Jackson 50 years ago meets our needs today and moving forward,” says NPU Resources and Support Manager Lance Templeton. The survey closes December 31.

Outcome of Special NPU-D Meeting

UHNA NPU-D Rep Eva Nason reports that there was virtually unanimous approval of the variance for Leonardo Fagundo's 1846 Harper Rd. house that's under construction, and was interested in comments that Leo's neighbor on Harper Rd., Sherry Tsepas, made regarding deficiencies in Atlanta's zoning and building permits departments which largely led to the problems Leo had and his need for variances and lots of delay in getting his house built.  Sherry is a planner herself.

APD has transitioned to a new report management system.  I'm unable to download crime stats the way I used to.  I can still see them, they are just web based.  For now, I'm unable to produce the table you are familiar with; however, I will still report on crime in the area.

In the 2-week period from November 2 - 15, 65 incidents were reported in Beat 204.  Of those, none occurred in the area we patrol.

Significant Incidents
On November 13, 2024, a woman shot a man during a domestic dispute at 1750 Commerce Drive.  She was arrested at the scene.  The victim survived his injuries.

Playground equipment update

11/25/2024

Friends of Underwood Hills Park's Molly Ryan has been hard at work getting everything organized for repairs after a large tree fell through the middle of the main play structure, including pressing for the safety barrier whilst we await completion (whereas the standing parts of it were determined to be largely undamaged, there's no safe way to allow access but prevent little ones heading over the abyss in the middle left by the tree).
The contractor has inspected to determine what repairs are needed and we're just awaiting the go-ahead on that. At this point no costings have been received and it is unknown if the community will need to contribute.
If extra funds are needed UHNA will organize a fundraiser via Friends of Underwood Hills Park-Park Pride 501c3 which is tax deductible and ensures the funds can only be spent on the Park.

Class #48- Atlanta Police Citizen’s Police Academy

APD is accepting applications for Class #48 of the Atlanta Police Citizen’s Police Academy. 
The Academy is FREE and open to any City of Atlanta resident or anyone who works in the City who is over 21 years of age and can pass a background check.  Please feel free to forward this to your network, friends, and family.
"The mission of the Citizen Police Academy is the education of our citizens in the operations and practices of your Atlanta Police Department. The program encourages participants to provide invaluable feedback necessary to foster enhanced police and community relations. The Academy includes 24 hours of professional instruction delivered in both in class and offsite sessions.  We require a one-night (Tuesday) per week commitment over 8 weeks from 6:00pm-9:00pm."

If you have kids enrolled you may have seen the Lions Roar Newsletter mention of the upcoming Tree Sale.

"This is the school’s biggest fundraiser and they need your help! On Thursday night, we need help unloading trees, setting up the lot, tagging the trees, etc. The tree sale is ALL DAY Friday beginning around 7:30 am and going until about 7:30 at night. We also sell on Saturday, although it is typically less busy on Saturday.

UHNA President Steven Lindsay led discussions on various topics including a building variance, and nominations for organizational positions. The group discussed a homeowner's variance application, with suggestions for mitigating water runoff issues, and approved the application. Lastly, Steven announced the neighborhood's financial situation, plans for a budget proposal, and encouraged attendees to share their ideas for using the funds.
Next steps
Debbie Whitlock to assume role of Treasurer for 2025. Current account balance is $11,999.93, including funds committed to existing projects.
Caren Remillard to take on the role of Communications Chair and work on reviving the Teen Committee.

Atlanta Citizen Review Board Art, Essay, Verbal Expression Contest

Naomi Bonman, Community Affairs Coordinator for the Atlanta Citizen Review Board (ACRB) is inviting neighborhso to participate in a competition.
"Community Affairs Coordinator for the Atlanta Citizen Review Board (ACRB), a 16-year-old City of Atlanta of agency. The ACRB investigates and mediates citizen complaints against Atlanta police and corrections officers. The mission of the agency is to foster better relations between citizens and police, which is the sole purpose of the Arts, Essay & Verbal Expression Contest (AEVEC). The AEVEC is an outlet for youth and adults to express how they feel about police and citizen relations through art, essay, rap, or poetry.
The contest will be held until January 13, 2025. Winners will receive a variety of prizes and scholarships. The winners will be honored at Atlanta City Hall on live TV and will partake in a luncheon buffet with their families. An update from UWCID Executive Director on the Billboard Legislation impacting Howell Mill Rd;
"It turns out that City Council approved the billboard conversion legislation, and even Cn Hillis was not able to convince his fellow council members to remove Howell Mill from the list.
NPU-D Chair Jim Martin had warned that Council sometimes ignores the unanimous staff, NPU, and ZRB recommendations for denial, but this is still a huge disappointment. 

I am talking to an attorney on Monday to ask if there is anything left to be done, but from his email to me today, it sounds like options are slim. Just wanted to share the news and I'll let you know if there is any other angle to pursue.

The first option was a mayoral veto but CM Hillis confirmed that would not be possible. Next option is to see if the city and billboard company followed procedure exactly according to the law. An open records request has been submitted to check the files.

[Correction!] Playground update.

9/30/2024

One casualty of the recent storm was the Playground. A large tree crushed part of the equipment. Quick action by the Some Lovely Neighbors! (not the City) removed the tree. Now comes  arranging repairs. UHNA Beautification Chair Seaver Lippit available for queries. Molly Ryan with Friends of Underwood Hills Park is coordinating the equipment supplier Playground Creations for a swift resolution. They have inspected and will determine a plan for restoration this week.

Traffic Survey Update

From UHNA Traffic Chair Rob Wheeler;

We had 65 responses! Awesome that so many people were willing to respond. As expected, the return of the “don’t block the box” was the winner of the survey. I had a call with Dusin Hills last week and he is working on having that returned as quickly as possible. We also discussed traffic calming in the area, and he is working with the submitting a traffic study for Ridgeway, which will occur in the next 90 days. Lastly we discussed pedestrian crossing in the Defoor Ave area, and we discussed that the Upper Westside CID is currently working on a large path connecting from Howell Mill that will include more sidewalks in the area. Dustin mentioned that the CID is going to provide more details soon.

Underwood Hills Emergency Response Operation (UHERO)

Many thanks to all the block captains who responded to the call during our challenge with Tropical Storm Helene!!!  Thanks especially to those neighbors who helped secure the site around the fallen tree in the Underwood Hills park.

Of course, we always hope that we will never need to deploy UHERO in a real emergency, but this was an occasion which reminded us that we need to be prepared for any eventuality.  If you are interested in joining the UHERO team or signing up for family fire drills, I will be at the UHNA table at the Westside Stride this Sunday or you can contact me at safety@underwoodhills.org.

On October 6th, we'll be taking over Howell Mill Rd between Trabert Ave and 8th Street with a family-friendly festival. The event hours are 12PM-6PM but the street closure will happen between 9AM and 7PM. There will be no through traffic on Howell Mill Road but 10th Street and 8th Street will remain open. 

The Upper Westside CID invests a significant amount into making this event absolutely free to the community and we want to make sure everyone knows it's happening! This year we are adding a pumpkin patch, lots of inflatables, and even a petting zoo on top of several live music stages.

What to do about noisy neighbors?

There have been reports of local businesses disturbing residents with loud music and machinery late at night and early morning. It's important to report such events to help document problems and give leverage to City authorities. First port of call us usually Zoning Enforcement 404.330.6175 Office of Buildings, Department of Planning.
For instance, there are restrictions on when machinery can be operated within 300 feet of residences, and hospitality venues must abide by the conditions of their liquor license or face losing it.
Council representatives can also provide useful backup for getting action.

  • Aggravated Assault
    • On August 15, 2024, at about 1:30 am, a man returned to his vehicle at 1801 Howell Mill Road to find multiple individuals breaking into his car.  There were additional suspects in a nearby black SUV.  Multiple suspects pointed firearms at the victim from inside the SUV as well as from inside of his own car.  No injuries were reported.  The incident is under investigation by the Aggravated Assault Unit.

    • On August 3, 2024, APD responded to a residence on Liberty Parkway after a woman assaulted another family member by striking them with a firearm.  No shots were fired.  The subject was arrested for Aggravated Assault.

    • On August 8, 2024, APD responded to the same residence after the arrestee from August 3 bonded out of jail and stabbed a family member.  She fled the scene.  Warrants for her arrest are outstanding.

NPU University is implementing a Code Enforcement Training Academy to empower the City of Atlanta residents with knowledge surrounding code enforcement and the law through various departments.

The City of Atlanta Code Enforcement Academy Training program will teach participants the core job functions through classroom instruction and educate community members on departmental structure, premise violations, substandard structures, 3-1-1 overview, and community partnerships.

This course is free to participants. Those interested in applying must be at least 18 years old, a City of Atlanta resident, and able to commit to attending four out of five classes.

Security Patrol Renewal

​It's the time of year to renew security patrol annual dues.  $300 for an entire year gets our neighborhood off-duty Atlanta Police Officers patrolling our neighborhood at different times of the day and in the middle of the night throughout the week.

Would love to get everyone to sign up in the next 30 days, so we don't have to send out multiple emails throughout the rest of the year...please sign up soon!

An in rem hearing was held July 25.
'In Rem is a Latin term meaning action “against a property”, not person.  In Rem generally applies to a structure or a building.  When a property has been identified as abandoned, vacant, dilapidated, or unsecured, the City can take action... "

Report from NPU-D meeting- resolution adopted

7/29/2024

At the July 23 NPU-D meeting a majority of attendees voted to adopt a resolution that the City should not allow the conversion of large billboards in Underwood Hills into changing LED signs. An advertising company had proposed legislation to allow them to circumvent the planning process in exchange for removing some smaller signs.
A copy of the resolution is below.
UHNA will report on the outcome when the City considers this matter in August.

IMPORTANT ZONING INFORMATION

Chairman, Buckhead Council of Neighborhoods (UHNA is a member of BCN);
The City is currently in the process of rewriting the Zoning Code, known as Zoning 2.0, and is seeking feedback on the draft. I have previously raised concerns about certain aspects of the code, and we now need your help!
The most concerning zoning classifications are R4 and R5 residential. These concerns are detailed in the attached letter.  (Thank you, Kim Shorter and Nancy Bliwise, for putting this together.) Not only are they possibly allowing additional ADUs, but there are concerns that R-4 lots could easily be rezoned with little or no neighborhood involvement due to new compatibility tables.
Since this is all in the draft stage, we have an opportunity to provide feedback now.
I've attached a sample letter that outlines concerns that your neighborhood can send to Commissioner Jahnee Prince and members of City Council. When you send in the letter, kindly personalize it and refrain from simply copying it. The highlighted areas in yellow allow you to address your neighborhood specifically. We greatly appreciate your contribution to this critical issue.
R1, R2, and R3 zones are currently allowed to have carriage houses, but the inclusion of kitchens blurs the distinction, effectively turning them into ADUs. The Code should remove kitchens from the carriage house definition to maintain the original intent. 
Please let me know if you have questions. It is confusing and overwhelming for the experts, so please feel supported if you feel the same way.   I will work to get your questions answered.

MARTA Announces I-285 Express Lanes Transit Study- Please take the survey here before July 31.

Underwood Hills residents may have valuable input for the I-285 Express Lanes Transit Study,  a regional collaboration that explores how new express lanes along the I-285 corridor could be used to provide a premium transit service for the Atlanta region.

The study area extends along I-285 between the I-20 east and west interchanges a little south of Underwood Hills, spanning from H.E. Holmes to Indian Creek MARTA stations. By leveraging the Georgia Department of Transportation’s (GDOT) planned Express Lanes project, this study will explore ways to improve accessibility and on-time performance of transit for residents and commuters. To learn more about the study and the various activities involved, please see the timeline below. Please visit our project website at i285ExpressLanesTransit.com to learn more and complete a short survey. Your feedback will demonstrate the needs and preferences of the community, guiding a transit service that best serves you.

  • A Change of roles/responsibilities among Steering Committee chairs and the need for New Volunteers
  • A proposed Billboard ordinance change that would impact residents on Ridgeway Ave
  • Plans to do over-seeding of the Park playing field in the fall

  • A request from Buckhead Safety Alliance for funding

Underwood Hills Adopt a Stream conducted the monthly Chemical and Bacterial water quality testing at the stream in Underwood Hills Park Sunday July 14.
pH came in at 6.25, dissolved oxygen at 4.1 mg/l, conductivity 248 uS/cm
E. Coli was high at 2200 cfu/100mL

Loss of healthy trees more than doubled since 2020

Courtesy BCN Chair Debra Wathen,  some disturbing but important information regarding tree canopy loss from deLille Anthony with the Tree Next Door.  
Please look it over and share it with your neighborhood board and concerned neighbors. Atlanta has such a significant portion of the tree canopy that it is of utmost importance that we protect our trees.  
​After all, they do produce oxygen!
The 3rd chart compares the three quarters after the most recent changes in the Tree Ordinance were implemented in April 2023 with the same three quarters in 2022.  Clearly, the changes made in Phase 1 of the Tree Ordinance didn’t help slow the rate of tree loss.
The Tree Next Door recently published their analysis of the City’s tree loss data through the end of 2023.  The data from 2014 to 2023 shows that the loss of healthy trees, both legally permitted and illegally removed, has more than doubled since 2020.  Before 2020, we were still losing thousands of trees each year, but the loss rate wasn’t growing as fast.

Traffic Advisory June 19, 20, 26 and especially 27.

Three major upcoming Atlanta events in June are anticipated to cause substantial transportation delays. Plan on having employees work from home.
Affected dates: June 19, 20, 26 and especially 27.

Copa America Atlanta: On June 20 and 27, an anticipated 50,000 soccer fans will attend the Copa America Atlanta soccer matches at Mercedes-Benz Stadium. In addition to the large number of visitors staying in Buckhead, one team will be lodging in Buckhead during both games, leading to increased traffic congestion. These are considered major events, with both Atlanta Police Department and MARTA Police working 12-hour shifts, potentially affecting the availability of off-duty traffic officers in Buckhead during peak travel times.

2024 US Presidential Debate: On June 27, both political party candidates will be attending the first Presidential debate at CNN Studios in Midtown. Rolling roadblocks, road closures and considerably increased security are anticipated leading to extensive traffic delays and congestion.

Solutions: Livable Buckhead is highly encouraging Buckhead employers to scale back in-person attendance to essential personnel only, as both the transit and road systems will have very high usage, leading to considerable congestion.
Please plan on having employees work from home on June 19, 20, 26 and specifically 27. ​
